1 The Current Situation of Foreign Employment in the Nursing Care Industry
As Japan’s population continues to age, the nursing care industry is facing a severe labor shortage.
One solution to this issue is the employment of foreign workers, which has been attracting increasing attention.
The number of foreign workers in the nursing care sector has been increasing year by year, particularly those arriving through the Technical Intern Training program and the Specified Skilled Worker program.
These foreign workers have become an indispensable part of the industry.
Nursing care facilities employing foreign workers are mainly small to medium-sized organizations.
Most of the foreign workers employed come from Southeast Asian countries such as the Philippines, Indonesia, and Vietnam. In some of these countries, programs specializing in Japanese language education and caregiving have been established.
2 Main Residence Status Options for Employment in the Nursing Care Industry
⑴ Engineer/Specialist in Humanities/International Services
With this residence status, foreign workers utilize specialized knowledge, such as managing the operations of nursing care facilities, providing education and training to overseas trainees, and planning and managing international nursing care training programs.
However, it is important to note that direct nursing care work is generally not permitted under this status.
⑵ Technical Intern Training
The Technical Intern Training program is intended for workers from developing countries to acquire skills and knowledge in Japan, with the aim of applying them after returning to their home countries.
Under this program, trainees can engage in tasks such as personal care (assistance with meals, bathing, and toileting), daily living support (including cleaning, laundry, and other routine tasks), and assisting elderly individuals with rehabilitation.
⑶ Specified Skilled Worker
The “Specified Skilled Worker” residence status is designed to address labor shortages in the industries and is intended for foreign nationals who have either completed the Technical Intern Training program or passed the examinations.
This status allows individuals to perform a wide range of caregiving tasks, including personal care and assistance with daily living activities, monitoring and supporting elderly individuals, and carrying out general care work as part of a team.
